People don't reach cognitive maturity until age 16, and even with that I think its good to set it higher by a year or 2 since its kinda rough to throw someone out at the outside world as soon as they are grown up. 17-18 is fine for the cutoff of an adult.

IQ reaches adult levels by age 16. But they don't have much experience at being adult just at age 16 so a 1-2 year leeway is okay.
