Referendum transparency referendum

The passing of this referendum would add the following rule:

Rule 15: Referendum transparency rule
Electorate Publication: Upon the conclusion of a valid referendum and the publication of its results, the initial Tasked Administrator is obligated to publish a public document (attached as a .txt file directly within the original referendum thread) listing the electorate (the usernames of every individual who cast a vote) within 48 hours from voting closure.

- Vote Privacy: The individual choices or votes of each user WILL NOT be published. The publication of the electorate is strictly for transparency and verification purposes, maintaining the anonymity of the ballot itself.
- Annulled Votes (Alt Accounts): Duplicate voting is not allowed, as previously stated by administrators. If a vote is annulled due to being cast by an alternative (alt) account, this annulment must be explicitly noted in the published document.
- Alt Account Anonymity: When an alt account's vote is annulled, the identity of the main account owner associated with that alt account will remain fully anonymous and must not be disclosed by the administrator.

For a referendum's results to be recognized, tallied, and published, the poll must be posted under the 'metadiscussion' board and strictly satisfy all conditions for a valid referendum as outlined here: https://soybooru.com/forum/meta/thread/25405?page=7#p1261303

Punishment mecanism:
Tasked Administrator: The responsibility to publish the electorate falls upon the first administrator pinged (via @administratorname) within the referendum thread, whether by the original poster or any subsequent commenter. If no administrator has been pinged by the time the referendum officially closes, this responsibility automatically defaults to the longest-serving administrator. This designated administrator is the "Tasked Administrator."

- Chain of Succession: If the Tasked Administrator is demoted or loses their privileges before the referendum closes, responsibility automatically transfers to the next administrator pinged in the thread.
- Volunteer Override: If any other administrator steps up and publishes the results on their own within the 48 hours, the publication requirement is fulfilled, and the Tasked Administrator is completely exempt from any penalties.
- Cascading Responsibility & Annulment: If a Tasked Administrator fails to publish the electorate within their allotted time and is punished, responsibility immediately transfers to the next administrator pinged in the thread, who will then have exactly 24 hours to publish the results. This cycle continues down the list of pinged administrators. If all pinged administrators fail to publish the results and are punished, the referendum is entirely annulled.

Punishment for Tasked Administrator (Failure to publish within allotted time): 1-week suspension of administration privileges -> 1-month suspension -> Permanent Demotion
