"The Senate shall have the power to approve or deny referendums. It shall choose among itself by majority decision whether to approve or deny them. No referendum shall be passed without the approval of the Senate, regardless of the results of any popular vote attached therein."

the only thing I see that's even close to that is

which just says that every poll, succesful or not, requires senatorial approval to be valid, never says that you can pass rules without popular vote
