Sectionalism: @Soyton: No they didn't. In every province it had already been illegal to commit sex acts with people under 18 for decades. 13 was just the national age of consent which didn't actually mean anything.
The whole "schoolgirl panty vending machines" is BS too. They were an extreme rarity and they were pretty much outlawed in the 90s.
