Crime Based Exile Ex: Rape Island, Murder Island

Suppose you were punished for your crime by exile to an island full of people who committed ze same crime? I imagine this would serve as a great deterrent as it is proportional to ze severity of your own crime, it is also uniquely just and fair as you are likely to fall victim to that same crime at ze hands of someone else. What island would be ze worst? Who would you send to rape island? lmk.
