biological because the content of someone's character and their iq is still determined by genetics and environment

Also culture is a big factor, some cultures have a stricter culture and put a way heavier emphasis on education, we can see here that in the uk black african kids score better then white british kids. On top of that teachers tend to grade based on how successful the parents are, not the actual performance.
