How do you actually make people have kids if you're the leader of a western country? [urgent]

I don't understand why these retards won't have children.
Now, of course, a normie white woman SISA would say something like: "But I don't have enough money to have kids It's too expensive A house costs [x] and my pay is only [y]!! The people at the government aren't doing anything and inflation is words words words words words".
Sista, Africa can have as many as 6 children per woman and they literally live in clay houses and no water because all of it was taken away by Pixverse and Hailuo AI... In most western countries you get PAID to have children and yet STILL my country's fertility rate is [hypothetically] below ONE! Hypothetically, doing things like telling your women to have kids on national TV doesn't work for some reason. It just doesn't work, trust me.

Now, let's say that I was [hypothetically] the leader of one of these 'tarded western civilizations. My [hypothetically] temporary solution would be to import as many Indians as possible since there are so many of them; there are a lot of actually smart and educated Indians if you don't just look on the impoverished brim-ridden DNB regions of India where shitting on the streets is normal, so it would be [hypothetically] good for now, I think.

What do I do? I don't want to just turn my entire country Indian - I want to change this weird quirk of western culture where nobaldi wants to have children - population needs to grow.
