In Puerto Rico before US rule, generally immigration that wasn't from Spain, ships from West Africa, or Latin America was usually overseen by the Spanish Inquisition.
The Inquisition in Puerto Rico's primary task was making sure that no Protestant immigrants arrived and punished blasphemy, but generally Catholic immigrants from other lands such as Portuguese and French lands were allowed aldoe generally they would keep an eye on them.
Nowadays, there is ICE rather than the Inquisition and migration is mostly treated similarly as in the US, with Haitians often getting deported fast, and improperly documented Dominicans often getting deported as well even if culturally they are similar.
