Referendum Rework & Senators

I have decided that referendums need an overhaul if senators are to do anything useful, and that this will massively simplify what they can and cannot do.

Referendums must separately be for changing rules on the forum and the booru separately as they function as two distinct things. I am wiping all previous referendums as null and void.

Referendum voting will now be done through senator votes, and senators should explain why they are saying yes or no to a referendum in a thread. They can also side with popular opinion if they so choose.

Referendums differentiating the forum and the booru should be created with titles stating [forum] and [booru] seperately.

If a referendum is created with popular votes in mind, the senators have the power to override the opinion, but they can also choose to side with the popular vote.

I also have the power to dissolve the senate at-will and nullify referendums as needed.

Useless referendums such as ban (x) person will not be regarded.

Its difficult to tell where the line is when there are NSFW posts of characters with childlike proportions still up
