How much of the Soyim population is ESL / Bilingual?

I had this thought a while ago, I'd estimate at minimum 50% can speak a foreign language. I've met more 'teens on the 'craft that can speak a foreign language than couldn't.
Thoughts?

I'd say more are ESL than EFL
