Add a setting to disable tags from anonymous users

I understand why this sounds appealing, but I don't think disabling tags from anonymous users is the best approach. Anonymous tagging can be useful for legitimate feedback, bug reports, or contributions from people who aren't comfortable revealing their identity. Instead of removing the feature entirely, it might be better to add moderation tools, rate limits, spam detection, or user-controlled filters to address abuse while preserving the benefits of anonymous participation. This balances user safety with openness.
