What's the actual point of referendums?

We had a whole referendum where an overwhelming majority of people voted to ban fetish material of babyjak and jannies are still doing nothing about it.

Like are they only gonna be enacted if it bans something the jannies don't like or allows for more degeneracy to kill the website?
