Referendum: ban derailing
adds this rule:
Do not intentionally derail discussions by repeatedly steering a thread away from its original topic, disrupting conversation, or preventing productive discussion.
- Minor off-topic discussion: Do nothing
- Repeated or intentional derailment after being asked to stop: 1 hour —-> permanent
- Severe or persistent derailment that substantially disrupts discussion across multiple threads: Permanent

no way, threads getting derailed is just one of the ways the site is kept active. Naturally discussion tends to flow to different topics and to not allow people to change topics in a thread would destroy the natural flow of conversation.@SerChuddietheStrong thoughts
