Referendum: ban hinduphobia & general anti-indian hate speech

The passing of this petition would create an entirely new rule, Rule 15, which would have the following extended description. A shorter description can be provided if necessary;

Rule 15: Anti-Indian Hate Speech, Hinduphobia & Prejudice
Strictly Prohibited: We maintain a zero-tolerance policy for anti-Indian sentiment, racism, xenophobia, Hinduphobia, and discrimination. This includes any content that demeans, dehumanizes, caricatures, or targets individuals or communities based on their Indian nationality, ethnicity, heritage, culture, or faiths.
Banned Terms & Slurs: The use of derogatory terms, xenophobic tropes, ethnic slurs, or religious insults targeting Indian people or the Hindu community is strictly forbidden. A living list of explicitly banned terms is maintained below.
List Maintenance Clause: This blocklist is reviewed and may be expanded during the first week of every month by the moderation team to address evolving forms of abuse and hate speech. To maintain a consistently safe environment, existing entries on this list cannot be removed.

Handling of Existing & Reported Content
To ensure the booru archives remain respectful while preserving necessary context or discussion history, existing content is subject to retroactive moderator review:
- User Reports: Members are encouraged to use the report button to flag any older or existing posts that violate this policy.
- Moderator Review Action: If an existing post or thread is deemed to contain anti-Indian sentiment or Hinduphobia upon moderator review, it will be immediately restricted as follows:
1. The post will be marked and flagged with an 'Explicit' content tag.
2. Reactions will be disabled/locked to prevent further engagement.
3. Comments will be permanently locked to prevent further discussion.

Appended List of Banned Slurs & Concepts
The following specific terms, tropes, and their variations result in immediate moderation action:
Jeet, jeeta, cuckjeet, poopjeet, dung-eater, street-shitter, shitskin, curry muncher, dot head, raisinskin, coolie, cow worshipper, goumoutra, malaun.
Mockery, derogatory distortions, or targeting of national symbols, sacred texts, deities, or cultural traditions is prohibited as well.

Escalating Enforcement & Ban Durations
Violations of Rule 15 are tracked systematically. Depending on the severity and context of the infraction, moderators will apply the following escalating penalties for users generating new anti-Indian or Hinduphobic content:
- 1st Offense: Official Warning + Content Removal (or a 3-Day Temporary Ban for egregious or explicit use of listed slurs).
- 2nd Offense: 7-Day Temporary Ban and a final notification that further violations will result in permanent removal.
- 3rd Offense: 30-Day Temporary Ban or an immediate evaluation for a permanent restriction.
- 4th Offense: Permanent Ban from the forum.
