A petition to change the rules of referendums.
Currently a referendum can not be created that aims to be applied retroactively as it is against the current rules of referendums.
I propose that this rule be amended to allow for the future creation of referendums that aim to be applied retroactively.
This amendment will NOT apply the rules of already existing petitions/referendums retroactively.
