I use kleki.com for drawing and ezgif.com for making gifs, simple as
might not be the best for everyone but since I'm a mobilecaca I'm really used to them

Krita, Kdenlive, GIMP, Ezgif and some search engine that lets you search for useful images for soyjaks.

i use mspaint a lot of the time if im making low-qual jaks or general drawings and sketches but paint.net is a pretty good one though its aids to learn sometimes
