Photopea is what I use. It’s basically a completely free version of photoshop. It’s web-based which can be a good or bad thing depending on your situation/preferences. Make sure to adjust certain settings if you want your ‘tosses to be aliased doe

I use kleki.com for drawing and ezgif.com for making gifs, simple as
