Nigga there is no way they could completely depopulate the land for 10 years and stop everybody from sneaking in to settle it early, niggas from all around the earth would be trying to sneak in to a territory that large and fertile. Also there would be no point to waiting 10 years that would only make the territory worse as the already existing farms would become overgrown and need to be cleared again and the urban infrastructure would not even change in 10 years. Also there is no way that when settlement dose start only farmers or their descendants would settle the land, there would be tens of thousands of Germans from large cities who would want there own farmstead away from the crowds. Also they would not only farm, they would need doctors and merchants to buy supplies and police men and architects who would be settlers as well just not farmers. Also Slavs would turn nomadic and start raiding settlements which would require the stationing of soldiers in forts that would become increasingly urbanized and giving weapons to the settlers.
