Ive also wanted to animate something (evangelion opening) however ive never animated something in my life, and I'm shit at anatomy.

kdenlive is pretty easy, just import all your frames as images
it also has a keyframed transform effect so its easy to make things move around

i don't think there are a lot of video editors that allow you to trace over the video, i think the best you can get is to remake it in blender or paint.net
