This is called "the march through the institutions" as put lenin, it is not a new phenomena, and it existed as an idea since before the commies found it- however they are known for it especially since it is in recent history.
The idea is that if members of an ideology can infiltrate into an organisation, they can subtly influence its decisions and actions. it is by changing the culture and ideology of an organisation that will then allow for the leader of an ideology to use a taken-over organisation to strategic ends.
Imagine this, if we have a charity, but then it receives an influx of what would be called welfare warriors of society, then it will be easy to say that the charity will be used in ends to enrich the staff within it through theft or by taking more resources from the charity than needed.
The reason this sort of thing works is because human thoughts determine action. If I think apples are yucky, I will not eat apples. similarly if I don't like capitalism, I will end up supporting some suicidal cause and acting irrationally in the name of the proletariat. therby, on a societal scale- if you want to change the type of society that exists into adifferent one, you must then change the philosophy of the day.
You don't even need a sizable amount of the population to do this either! the population that was actively Leninist by the start of the Russian revolution was 8000-24,000 in 1917 depending on the sources you use, which was a tiny amount of the population, when the population at the time was something like 150-160 million people. in the scale of it, 24k people is tiny, and it is all you need to start when using this strategy.
it is highly effective, thus why it is done.
