watchlist for suspicious users

I have this proposal to put in debate if I get in senate
a watchlist for jannies for users who seem to be suspicious, we all knew that E621isourhomeland was suspicious that is why we need a watchlist so things like the @Gooner incident dont happen again people on the watchlist should get untrusted and no chance to get a single strike (in reference to the situation of @ItzDingle), a single rulebreaking post and straight to niggerhell (permaban)

soylitical parties are a sure thing to happen and their implementation should be an oficial thing maybe as a replacement for clans or bringing back clans to make clans of soylitical parties they would support a senator or a group of senators who share an opinion and each senator could choose a successor from their political partie if he leaves the booru or gets banned
